I have sympathy for the guy. Like he said this kind of budget shifting is common in organisations and companies. It's not like he was driving flash cars paid for by the public purse. He was paying staff and doing his job. I'm not saying he's a saint I just think the expenses thing became a witch hunt and it lacks a sufficient dose of humanity
