The clip here was shot in HD 24p using Panasonic's HVX camera by Natalie Kim-Pettry. The man running across Bryant Street is Peter Makepeace. The camera was set up to capture 12fps ("undercranked"). In Final Cut Pro, the clip was doubled in speed, then exported to Motion. Using Motion's Optical Flow, the clip was then slowed down to 20% of the imported clip's speed. Look at the cool rippling effect. This was a BAVC HD Workflow class taught by Doug Weihnacht. Natalie and Peter are VIZ Media animation production associates.
