You can walk from the tiki bar onto the deck, up to the top deck, and you can play a game where you have to shoot enemy pirate ships and lethal attack rafts... and there are four free items included, unlocked by getting a decent score in the game.

Sorry for the late reply! Go to the Estates store in the Marketplace (might be called something else in the US, but basically the store which sells apartments), and you can then get the Pirate Galleon apartment from there....
