i very easily could have goofed, here is the facts:-->In the early 1970s, Dr. John Creech and Dr. Maurice Johnson were the first to clearly link and recognize the carcinogenicity of vinyl chloride monomer to humans when workers in the polyvinyl chloride polymerization section of a B.F. Goodrich plant near Louisville, Kentucky, were diagnosed with liver angiosarcoma also known as hemangiosarcoma, a rare disease

Initiators: The cell that starts the development of cancer. The promoter comes after the initiator. Just think that it "promotes" like when you promote a product so it sells. There is the product (initiator) already and you just want to make sure the product really sells and survives in the market so you promote by whatever means (ad, by word of mouth), etc.

i belive he confused PCBs with CFCs ..................pcbs are way too heavy to be arosolized into the atmosphere
