yep it's customary over here. everyone does it , well at least in the big cities like Tokyo & Osaka in my experience. we try not to blind out the other drivers and pedestrians with the headlights.

0:19 to 0:28 the taxis headlights shut off at the light and then turn on after he starts going again is that normal ?
