I'm not sure either; possibly it's a reference to the Carnival ship that caught fire and forced the cruise to switch from a port city in Los Angeles to Galveston, Texas. I'm not sure if I'd call that "people getting screwed," as it was "an act of god" that certainly the cruise organizers had no control over (and weren't happy with).
