Ever since she fully developed, she got a speech impediment. Might have to set ePSXe's priority to Real Time to see if that makes the difference.

The heavy slowdown is likely due to the background animation of clouds - it moves pretty fast. Other areas are full screens of pretty much the same thing, not so much drawing math for your graphics processor
