Hospitals,fire stations and police station are different from leisure and education when it comes to range and satisfaction so you can demolish smaller ones and replace with bigger ones.Look at 'range' at the information tab pop up after you place mouse pointer there.It will help you a lot.

AAAAAAAAAAAAA YOU NOOB YOU SAID THAT IT WOULD BE COOL TO HAVE A GAME WHERE IT COULD BE MULTIPLAYER THAT IS THE REASON CITIES XL IS THIS POPULAR IT USED TO BE A MULTIPLAYER GAME BUT NOT ENOUGH PEOPLE SUBSCRIBED TO THE GAME(bought the online version) FOR THEM TO KEEP THE SERVERS OPEN AND THEN THEY SHUT THE MULTIPLAYER SERVERS DOWN AND THE COOLEST PART WAS THAT YOU CAN CHANGE THE PRICE OF YOUR RESOURCES AND GET MORE OFFERSS FOR TRADES THAN A HIGHER PRICE LEARN YOU GAME HISTORY.sorry but really sory
