Ban Ki Moon will be as ineffective as Kofi Annan, the figure head of a failed organization doesn't have much of a clout I'm afraid.

No, they're not students, neither UN staff. All governments are requested to take youth delegates to the UN GA and to other UN meetings. There they represent the voice of young people from their country. Most youth delegates have a mandate from their national youth organizations, e.g. their national youth council. more information you can find here:
