I used to have one of those hats with the flower on it. I wore it everywhere.

The "WEEEEEEEEEE!!" thing in question was the Weed character from the original version of "Bill and Ben". Unlike the recent version (where the "weed" character was replaced by that talking sunflower), the Weed character was known for screaming "WEEEEEEEEEEED! WEEEEEEEEEED!" (or something along those lines).
