1) People who own 2nd residence as a resort place. Leave the water powered up in the dead of winter.....you know what happens when the heat goes out etc.
2) Condo owner turns off his heating thermostat--leaves town for Florida or wherever in winter--causes lower units to flood out because his water lines break. Even more fun with hot water heat or spinkler protection.
Seen it all in 30+ years. Stupidity unsurpassed keeps many repairers happy and insurance premiums going up.
