South Africa is putting together plans to replace the country's willing buyer - wiling seller land reform policy with a Three-Tier land Tenure system. Minister of Rural Development and Land reform, Gugile Nkwinti addressed Business Unity South Africa on the key points of the proposal. ABN's Sue Beukes asked the minister what he would do differently to make sure these policies are implemented effectively compared to the current policies.

  • The Willing Buyer, Willing Seller model of redistributing the land that was stolen under apartheid (87% of the country since 1948), has not worked in South Africa. It did not work in Zimbabwe either, if anyone cares to remember.

    You cannot let the beneficiaries of apartheid and colonialism set the pace of how quickly they will return the stolen property.
