Personally, I think FoB is ONE Jack, but maybe not THE Jack. He's a time agent, so there's lots of selves floating around. In one of the novels, Jack mentions Boe as a figure from his time, not mentioning his poster boy status. But then, this was written before End of Time, so canonity is debatable.
Just my two cents of the FOB/Jack Debate:
One of the main problems people seem to have with FOB = Jack is that it(he?), well, dies. Except Jack does die, he just doesn't stay that way. If anybody remembers, the last time Jack gave his lifeforce to save a city (Abbadon), he stayed dead for several days - what's to say the Face of Boe is really, completely, forever dead, and not just regenerating? Who knows, maybe it'll (he'll?) start breathing again in another billion year's time.
