is it possible to have more than one scrollable content on a page? or have a object state that has two states with different scrollable content? I have tried but it seems to only disable the second scrollable content not the first one.

@EnjoyingxThexSun You _can_ have more than one scrolling frame on a page, but you must turn "pan only" on for each frame! I built an article with four scrolling objects, they all work!
Object States _in_ a scroll? No, not today.
Maybe in the future.
Buttons, links, pano, image sequences in a scroll? Sure.
A scroll IN a scroll? Yes you can!
Be careful and deliberate and it'll work.
--As long as you use the new technique in this video!

Ok it works, and it let us do awesome things. BUT the adobe content viewer (Desktop) shows the error failed to load the folio. if you youse that.

@ArnoldInhaltundForm — the desktop Content Viewer is my first proof for a folio, it's the most verbose of the Viewers and is more likely to give you an indication of where the problem is. Do you have mismatched layouts? Mismatched _h/_v layouts? Articles of different proportions? If it doesn't work on the desktop, it probably won't on the tablet.
