In September, the Board of Governors, a panel of appointed persons by Gov. Chafee, changed the state's policy to allow illegal aliens instate tuition.
The purpose of this rally organized by Rep. Doreen Costa is to educate the public that this policy change cannot happen without a law change and support by the General Assembly.
Many speakers are members of the General Assembly and are outraged that the Governor took this matter out of their hands.
