The other thing is, there are many situations where there no belt is the proper order. As its been said above regimental tradition plays a part, which ultimately derives from W. European military fashions before WWI. I don't think the belt is taken for granted when devising dress. (See the REME(?) or various sapper/rifle/light cav regts in various armies)

I used to work for a British Army contractor and I've seen all kinds of reasons why an army or a regiment chooses to wear something and not other. You'd be surprised that personal taste and economy usually have more to do with regimental traditions although they'd say otherwise to justify why they'd buy something in front of taxpayers and I'm not talking about the British Army alone.

Yet another simper and even more likely explanation, fat old generals don't like restrictions around their bellied-up waist lines. So if they don't wear them, no one should.

Actually I have a theory why you have no belts. White tunics are usually make of light materials which get wrinkled up easily. Unless all your tunices are cut snug fit, a waist belt will make any loose bundle of clothe around the waist wrinkle and show easily. With a conscript army like yours it isn't economically feasible to have all whites cut snug fit, hence get rid of the belt as a easy solution. Does that make sense?
