GTA SA problems (Read Desc)

In XP ive been having these problems where my games speed up beyond insanity. I did not have this problem in vista...
This is a short video explaining what this problem looks like.

Windows XP Professional
Western Digital Caviar 160GB 7200 RPM
LiteON CD-RW CD-R


If anyone can help by watching this video and help i would appreciate it. My games speed up. This also happens to this game and crysis. its just speeding out of control as you can see. But what is weird is that San Andreas Multiplayer plays just fine. I dont get it.

Any help would be appreciated. Im not using any cheats or mods. Im pretty sure its my graphics card but i thought i could get another opinion.

PEOPLE....the problem was fixed. By use of the AMD optimizer. Gta sa was not meant for dual core processors. they were battleing each other until the optimizer slowed them down to each other and it worked...it was a simple cpu speed issue that is now solved...so any dickheads that say its a cheat its just fucking stupid...1)why the hell would anyone want a time fast cheat? its retarded to think that when someone needs help on a game...so fuck off spammers and fuckfaces

you also using the cheat SPEEDITUP that's not a problem !!!!

Go to Pause Then Go To options Display Options Make the Brightness To 0 Then Go to Advance Setting Turn Off Anti Flashing and the two up turn it off two at the Draw Distance make it zero Below Of The Draw Distance That 2 Make it off

just restart pc. i have this speed up too, when pc is turned on long time.
