@IloveRandB11 simply click on your book and click "Study light magic" or light something, wait a while, she/he will turn neutral then light.

@jirachi001 You cant move in, but, like i do, i make a university dorm/apartment and fill em up with withces of the same type, and i make them look like castles, or just make a bunch of witches go to either of those lots and since theres a bed, bathroom, and kitchen, i just leave them there :P

if you want a witch/warlock:
pres CTRL+SHIFT+C
whrite: boolprop testingcheatsenabled true
SHIFT and click on the mail box
Make NPC=> Good Witch

I'm having trouble making my sim a witch.
I tried the turn on and offs as witchy and hats and then did the matchmaker and paid $5000 but she still gets me people who aren't witches and whenever I got to a lot a witch never comes, seriously,

Go to one the parks in Belladonna Cove then when you see the good/bad witch, make friends with her. Then after you have made friends with her click on the witch and there should be an option that says:
(Tech me the ways of darkness)
As soon as you click on that option the witch will turn you in to a witch or warlock. Hope this helps :)
