The instruments you hear in the recording they're dancing to are an accordion, a bass balalaika, regular balalaika, a chanter or bagpipe (bagpipe instruments are also found all over Europe and the Middle East, not just Scotland) a tambourine, wood block, castinets and probably a few other folk instruments. It truly is fascinating!

And the dance moves are also definitely Russian. Not even Ukrainian which is what most people picture as Russian dancing. And Ukraine is closer to Austria via Hungary than Russia. Belarus and Poland divide Russia from Germany Austria and Hungary. Check out more folk dancing from that part of the world. It's fascinating how things traveled from one country to another. It's also amazing how things changed to fit the culture of each region.
Definitely Russian. To the durrrrr person, Accordions are played around the world. There are different types of accordions as well. Chromatic and Diatonic. Button or Piano keyboard - the one pictured here used to be diatonic, however it has had all of it's insides removed. It is being used solely as a prop.

The text behind clearly says MOSKVA 860 (Moscow 860). So the demonstration takes place in Russia, the music is Russian-sounding and so is the dancing.
