I feel like this shouldn't be made into a "law" enforced by the government. This should be something people should know based on their natural intuition. Making it a law won't make people stop deceiving others forever. It's just ineffective.

@eidius1989 Yes, it's legal to deceive the shop owner, but that does not make it moral. Moral and legal or two different things.

The Talmud is not the second holiest book of the Jewish religion as Dennis Praeger incorrectly states, but it is the Oral Torah which is utilized in interpreting the Written Torah or Hebrew Bible. Hence, the Written Torah (Hebrew Bible) and Oral Torah (Talmud) are a unity which make up the Torah, and one can not stand without the other.
