Minako Aino draws the energy from her planet to transform into Sailor Venus.

She then uses Venus Wink Chain Sword

She says Venus Planet Power, Make Up act 24, volume 07. It is only used in the manga.

Sailor Venus's attack in which she uses the chain that is usually wrapped around her waist. It appears first in act 24, volume 07.
