The reasons Manufactures want you to believe a ventilator will do the trick is because they have a higher profit margin on a simple fan that cost pennies to build as compared to selling you slightly more expensive dehumidifier. They don't care if your basement gets dry they just want you to buy there fan.
Manufactures have no conscience when they try to sell a bad idea to the ignorant public. True many people like you have damp basements and want to do something about it. When you turn on that fan switch you are creating a vacuum where Moist warm air will have to re-enter the basement to replace the cold air your removing. Guess what. Warm air holds far more moisture than cold air. The best way to get rid of the moisture is to buy a dehumidifier.
