The Big Apple Pachinko Parlor in Akihabara Electric Town in Tokyo, Japan. Technically, filming isn't allowed, so I had to be sneaky with the camera (fortunately, with so many distractions, it wasn't hard to film).

Nope. You apparently have to buy a card to get the balls so you are gambling points and not money. A big runaround to get past the gambling laws.
I did play some video games on the upper levels though. 50 Yen each.
