..policy our committee has no control over. I did not want them to speak to an empty room, so I adjourned the hearing and had to change it twice thereafter to find a time to continue it. We are an extremely busy committee at this time of year, it is much worse this year due to the recession, and the issue of those two small fines is not one of our key concerns. I know other people want to continue arguing the core policy of seat belts but my committee is not the place for it..."

That took us to 20 minutes before over half the committee had to leave for the public budget hearing in Salem, which we had promised to join, and another portion of it was dropping out...."

Rep. Almy has responded to my inquiry regarding the hearing shut-down:

"If the Wall St Journal was there I did not know it. There were a lot of people there, but we had just finished several hearings that day that went way longer than expected, because it turned out that the bills people had put in had unintended consequences that threatened people's livelihoods and we had to work out what they were, calm people down, and listen to alternatives.

Typical legislative (and political) strategy. Attempt to wear down (and demoralize) the opposition. Make it harder and harder for them to fight back. Make their attempts appear futile. Major way to counter this: PUBLICITY concurrently with further mobilization and education efforts. Make the issue even larger, more controversial, and relevant.

this has been done hundreds of times. in many similar situations. the goal for this kind of action should be MORE people showing up the next time. it's usually on short notice, and an inconvenient time and date, but if you explain to people that the legislature is actively trying to undermine the public will very openly, maybe they'll show up to protest that. they should.
