Toei did animate the earlier season's of Muppet Babies, but this particular episode was animated by a Korean studio called AKOM.

7:29 to 7:30, reminds me of anime.
Fact: The animation to this show and THE REAL GHOSTBUSTERS and TRANSFORMERS THE MOVIE, were animated at Toei studios. Which is the company that gave you DRAGON BALL Z, NARUTO, SAILOR MOON and the wacky BOBOBO-BOBO-BOBO.
