I remember listening to some French students while travelling on a train. One started to explain Einstein's train/embankment thought-experiment to some young women. Yawns all round. Another proclaimed grandly that he had proved Einstein to be wrong, and proceeded to give a garbled version of the twin paradox. Rapt attention from the women. It seems that everyone prefers a rebel, no matter what the topic.

@doceigen I was referring specifically to cases where the error made by the inventor should be clear to any competent examiner. If the examiner lets it through anyway, an even less palatable explanation is that the PO is cynically milking fees from inventors. The fact remains that the PO (and private companies) have employed patent examiners who are themselves crackpots (Aspden, Valone, LaViolette ...). I also know of at least one patent attorney who is a crackpot.

That's not really fair, although it is likely true, the patent office is instructed to error on the side of desired function, asserted possibility. The reason? Two examples: Nikola Tesla said 'radio waves could carry voice'... disallowed as absurd. Gordon Gould said light could be amplified in a Laser... disallowed as absurd. Etc...

@johnroach1 No closed mechanical system, gyroscopic or otherwise, will ever produce propulsion without something to react against. Even in the latter case, the propulsive effect is usually due to anisotropic and nonlinear frictional effects. The fact that there are hundreds of patents for such devices does not mean that they are viable, it instead means that the Patent Office employs scientifically incompetent staff.
