No confusion. As for why Mpls was the ob site... it's probably because it's the largest city in the viewership area, geographic location doesn't really matter.
For example, with my Verizon FiOS, Pittsburgh isn't even close to the center of the viewership area, but it's the city/metro area, so it's the current conditions point.

I notice the forecast is for Mpls.-St. Paul, but the conditions come from Downtown St. Paul. If the STAR serves Minneapolis AND St. Paul, why not use the ob site as Mpls-St Paul Int'l?

I recorded this from my parents house in St. Paul as Jeremy and I killed our cable a few months ago to cut back costs. Our former Mpls Comcast STAR served Minneapolis and everything west, southwest and south of Mpls. This STAR, (the St. Paul STAR) serves everything northeast, north, east, and southeast. So downtown St. Paul is actually a logical choice - its equidistant to almost all its viewers and is a locale that ISN'T Minneapolis.

This is why St. Paul's STAR's maps are centered on the metro. When you view Mpls's STAR's maps, the maps show Mpls in the upper right portion of the screen.
Don't tell TWC this (because it benefited me -lol) but Mpls' STAR was actually illogical in it's observational city. It displays downtown Minneapolis, where as Minneapolis is in the far northeast portion of the majority of that STARs viewing area.
Have I thoroughly confused anyone?

I think I have you a bit confused. This is from Comcast in Minneapolis, MN. I meant that this is the Blue Bar over national programming (aka not a local forecast). This wasn't recorded from a satellite dish. Sorry.
