It doesn't take 4 shots to kill, it takes 2 at close range, 3 at long. A headshot always counts for the same amount of damage as 2 hits.

Bolt-action sniper rifles are only superior at long range and if you're going to use them for aggresive sniping, you'll need straight pull bolt attachment. But they're perfect when you utilize cover a lot, hide after each of your shots and only pop your head up to shoot for a short moment. That kind of tactic makes you virtually unkillable.

The Mk11, SVD and M39 are the best weapons in the game, because they're effective at any range. You can beat an assault rifle at close range with a headshot easily, if you go for body hits, your TTk will be still just as low as that of an assault rifle. These are also undeniably the most effective weapons at medium range. When deployed, they've little to no recoil an can practically outgun even a deployed LMG in a direct confrontation.
