It's most likely moss or an algal bloom. You don't have to worry too much about this. I get it on most of my plants. I haven't had any problems with it before, as long as fruit, such as strawberries aren't lying in it. If you are concerned about it, just cut back slightly on the watering regime. Water only when surface is near-bone dry and it should disappear. But once again it isn't much of a problem.
its usually just because the moisture and air temp is right for it 2 grow, isnt harmful, i get it sometimes. u can just pick it off and lay off the watering so much, it'll b fine!

It's hard to tell exactly what it is from the camera but it looks like moss. Moss won't harm your plants and it's fine there.
