You're forgetting intent. If someones intent is to hurt you, they will, no matter if what they're saying is true or not. The fact that they are coming at you with the word "slut", in a hateful, accusing manner is hurtful, whether or not someone feels "ashamed" about it or not. And even the most confident people can be hurt. It's called bullying and it kills people. Slut shaming is bullying.
