That is how music generes/tags or even band names are created - some music journalist use new phrase as a joke. No one declare vivid border between what is and isn't genere.

I think 'Isn't Anything' is the superior record.
And there was no 'shoegaze' scene. 'Shoe-gazer' was a humourous term used by the British music press.

Doesn't really matter where they had most of their career. They released Loveless in 1991. That is all that matters.
