This idiot has simplified and overgeneralised it to the point that what he is saying is pretty meaningless.
The current Oil and THEN fuel price fluctuations have come from speculation (Oil and gasoline are not linearly linked in price) which is why the suddenly went so high then have now fallen back down again.
The problem with "Peak Oil" is it is not a peak, it is a plateau and ignores technological advancements and other factors.
Nuclear is our only option, renewables are not reliable.

A totally inaccurate statement is that oil will cost $15 a gallon 18 months after peak oil production. Granted oil is pretty inelastic to price increases, but the first 18 months of peak oil will only see a 1% to 4% decrease in supply, which is not enough to drive prices that high. As we get further and further away from peak oil production, thats when we will see huge increases in the price of gas. Inflation will add to this, so the prices for a gallon of gas will be insanely high.

Dr. Rich explained it very well but your comments at the end puts too much trust on bio fuels. There's no way we can substitute the enormous amount of oil loss from the decline with fuels derived from biomass. It's a good thought though..

Yes, I should have elaborated that. Biofuels are really a means of transition, not something to rely on. Just look at how we're still promoting corn ethanol despite all the mal-effects.
