This looks like a very traditional Spanish dance that resembles the Cuban/flamenco guajiras. The Bata de Cola she wears looks to be of early 19th century style and was worn as street costume I believe. Ladies of that time did pretty lyrical dances with little footwork. It is nice to see this.
