The tradition of 7 heavens reaches backs several millenniums, and quite understandably since the number 7 has always intrigued mankind as the first prime number which most people are incapable of understanding without grouping it somehow (3+4 for example).
If there were exactly 41235.462 layers, that would be impressive, but the number 7 fitting with some property of the atmosphere is not impressive, let alone miraculous.
