Dust of Osirus is Sion's blood that was fed on by the Night of Wallachia. Since he had stopped being a vampire physically and was a phenominon, it didn't vampirize it. So when Oberon was killed; Sion's blood memory took over and became the Dust of Osirus. But it was only up to the point she was attacked, so it had the same personality Sion would have had if she never met Shiki or became a half-vampire or vampire.

She's basically a Servant from Fate/Stay Night with the id numbers filed off.

Yep, Riesbyfe is a TATARI with her original soul intact, so she's carrying out her Church-given duties. But yeah, Sacchin is a better person than Riesbyfe or Ciel.
