Serah can use magic cause square came up with a random excuse. Basically when people moved to pulse it awakened some peoples Inner crystal powers...and allowed them to use magic without a brand. so basically almost anyone can cast spells now, serah just has more experience because she was a Lcie. its explained on one of the 160 fragments details

@PinkGeek15 through trailer before,at a palce serah brand suddenly spotted..maybes she has brand power..but not sure she had eidolon or not...for Lightning issues..it should be not weird..cause he is goddes Etro guardian right niw,and eidolon are created by Etro..no suprise also there were tons of odin and Lightning also can summon other white bahamut....

I don't understand...I thought you had to be a l'cie to be able to use magic. How is Lightning able to summon Odin and Serah able to perform spells? This is a spoiler, but I thought they lost their brands?
