yeah this kind of incidents are for the both sides of the border, the problem is that the mexican news a few times show when the US army or the US border patrol cross to mexico, and us news always show when the mexican army, police take incursion to us. the problem is in the two sides , you can find information about it on the web.

I live in Juarez Mex in the border with El Paso Tx. these incidents are very common here and it works both ways. We who live here have seen U.S. border patrol agents crossing on the mexican side we have seen U.S. military and police helicopters flying over mexican territory we have seen U.S. air force jets doing the same thing even if it's only a few yards (no big deal) I guess the U.S. gov. doesn't pay too much attention to the "mexican incursions" because they know they do the same thing.
