Thanks for the clarification HowkeyLL! I was thinking about air entrained (?) concrete that I learned about in my introduction to building technology course from the 1970s ....

Doesn't it have to come up level with the tops of the rails?

One more video to go ... finishing the street. In that video they place prefabricated panels in some of the street and pour concrete to the top of the rail in other places. Hope the video is finished today!

1:19 "The worker on the right" is not putting air into concrete but immersion vibrators for concrete. Its the opposite way, the vibrator is putting the air OUT of the concrete and the concrete settles. :)
