Shirley Adams, a former Blackwell resident says that the HOPE VI revitalization project in Blackwell may create a successful community. Adams lived in an apartment in the scattered-sites public housing between Boston Ave. & Chicago Ave. on 15th St. in Blackwell in 1971. Adams worked on the advisory committee for the local tenant association before before moving closer to Chesterfield County a few years later.
