Russian troops had legal reasons to interfere. Moreover, they MUST have interfered due to Russia's peacekeeping obligations - according to international law and UN resolutions concerning the region. But you are right, existing agreements just don't work, otherwise Saakashvili wouldn't dare to attack South Ossetia.

Existing treaties did nothing to stop NATO bombing of Serbia in 1999. neither they stopped Russian military action on NATO ally Georgia after Georgia attacked South Ossetia in August 2008. Now Georgia has lost two provinces and there was no NATO to stop Russia. The West didn't dare to impose even a smallest possible economic sanctions on Russia. They only barked. Obviously existing treaties do not work. Meanwhile Russia withdrew from CFE Treaty which does not reflect present day realities.

I want to remind everyone here that security in Europe, according to EU officials, is ensured with the CFE Treaty which was signed between NATO and - watch this - WARSAW PACT, which does not exist today. Even more - some of the countries do not exist (USSR, Czechoslovakia...) and new have emerged. Even more - some countries which were in Warsaw pact are now in NATO. No wonder that Russia withdrew from CFE Treaty since it does not reflect present realities.
