I have one problem. I did everything but I cannot access the admin panel. It just loads then stops on a blank page. I deleted the install thing.

Alright, i got the solution for those having problem in step 2 of installation.
Fire up Filezilla, open ur ftp, go to htdocs and then in the root folder of phpBB, there should be a file named .htaccess. edit it and add:
php_value mbstring.ht tp_input pass
php_value mbstring.ht tp_output pass
without spacing between ht and tp
Save it, click test again and you are done.
