Public comments continue. Cook says that they will continue with the agenda. He says that this is a meeting as far as he's concerned. Board is governed by charter and policy, not parliamentary procedures. Policies have been in place for 20 years. Tenure of Chair for duration of term is in charter. Prior board changed policy so that board members can add to the agenda (only) if there is unanimous agreement. Only three board members voted for this change to require unanimous agreement; . Discussion of majority rule, and Presidential elections as the exception. Discussion of prior board not being able to bind subsequent board. Cook says that if anyone thinks what we're doing is illegal, take us to court. He says that the Attorney General thought the alledged open meeting violations at the last meeting were a joke.
