It's easier to just punch the frogs behind the water with your normal attack instead of kicking them. It has a shorter range without the electricity, but it still works.

It is definitely a fun and interesting game... a shame it was only released in Japan at its inception, I would've burned this one up as a kid. It is available on the Wii's VC now, if you actually have one of those...

Actually, that weird scratching sound you are hearing after 3:00 is some sort of sound effect in the game, it isn't my mic acting up... it is quite weird and only happens in this level. If you played this level yourself, you would hear it in the game. But thanks for pointing it out anyway.
