that's not precisely accurate, the water mass, breaks into a million of particles due to crash with air. the heat losing, freezes each particle, as the ice in a frost freezer. This is a matter of fact.

No, its because the difference between the Liquid and the Climate is greatly different. Therefore the Liquid cools and condenses into water vapour (Steam). This effect gets more rapid the greater the contrast in temperature

it is not the water that is making the snow it is the steam so all of that water just hits the ground but the steam freezes and floats away

The fact that its thrown provides the required surface area for the thermal conductivity. Surface area to volume ratio increases the smaller an object gets. The water flashes to snow because the potential energy in the hot water and cold air. The temperature difference allows the phase change to happen quickly.

Watch other videos of people tossing boiling water in really cold weather. All of the results are exactly like this video.
