@orbison The first time, he was conducting an investigation and wanted to put Wallace off balance. This is a common law enforcement technique. I heard somewhere else that, while awaiting trial, Sheriff Potts would visit Wallace in Jail and they would exchange pleasantries and small talk - that too, is more common that you might think.
Interesting how Potts shakes Wallace's hand at the end when he didn't when they first met (see part 5) because he wanted to get right down to business. Perhaps he knew (more than Wallace did) that he was not going to walk away from his fate via a "phone call".
