If parents actually took on the responsibility to act as parents, PSAs like this wouldn't be needed. Wouldn't it be nice to live in a perfect world where people aren't irresponsible assholes by default? Sadly, we don't, and thus PSAs and fines for leaving dueces in public areas are necessary.
