The laser is directed at a spinning front-surface mirror attached at a slight angle to a small DC motor or small computer fan. The wobble of the mirror causes the laser beam to scribe a cone of light with its width depending on the angle at which the laser is placed relative to the mirror. Add real or synthetic fog and you get a laser vortex/tornado.
This effect is often used in movies.
