No, I don't think it's racist. That's the Chinese culture. They eat with chopsticks, and they have an accent when speaking English.
That being said, it would never be allowed to be shown today with the whole PC madness.
People need to learn the difference between racism and something like, cultural stereotyping.

actually in chinese culture i really doubt that english is typically spoken. in any case, the title of this video is just an example of political correctness gone mad. political correctness gone mad will be the doom of western civilization.
