Probably due to Newton's Laws of Motion. A body at rest wants to stay at rest. A body in motion wants to stay in motion. It takes a great deal of energy to start the spinning but once spinning starts it takes much less energy to keep it going. To start the spinning process the wind would have to strike the crane at just the correct angle. If the angle is not correct then spinning won't start. In a windmill the angle of head and the sails has to be altered depending upon wind direction.
This crane is operating correctly. In a high wind the rotating mechanism is taken out of gear and the boom allowed to swing just like a weather vane. Sometimes, due to the large mass of metal, the wind can cause the boom to rotate through a full 360 degrees. If the boom could not rotate there would be a massive strain on the mechanism which could well end in catastrophic failure.
I'm rather sure that doesn't meet safety standards and practices. I hope they don't agree with the mindset, "What happens in Vegas stays in Vegas" even though that would be true. A fallen crane would stay in Vegas at least until they chopped it up and brought it to a recycling factory in Oregon.
@cblondefox i think from what i hear they were all killed in a single incident involving a crane.
