Maybe the documentation should be completed first, then the tool can be built according to which documentation is more successful? I've heard that Amazon.com does something similar with features and products and services... they require the Project Manager to write a one page Press Release describing the new development in the most compelling terms. If this mock press release is "successful" then discussions of design, development, production and deployment are put on the table.
